Douglas B. Twillman serves in the dual capacity of Co-founder / Managing Member for Bluewater Real Estate Investments, LLC in Mill Valley, California and Director of Investments for Sperry Van Ness / Walter Helm Sacramento, California.

Mr. Twillman brings a breadth of financing and transaction experience to the Northern California based teams and specializes in the acquisitions of multifamily property in the San Francisco area, Sacramento, and other select markets throughout the country.

Twillman’s financial background is especially helpful in providing clients with key strategic insight in the areas of acquisitions, structured finance, private debt & equity syndications, asset management, and risk analysis.

Prior to affiliating with Sperry Van Ness, Twillman co-founded Fulcrum Commercial Real Estate Brokerage, Inc. serving in the capacity of chief financial officer & chief operating officer for the firm. Previously, Twillman independently founded and operated MiraVista Properties (predecessor company to Bluewater Real Estate Investments, LLC), a firm dedicated to organizing and investing in real estate income property partnerships.

Before entering the commercial brokerage industry, Twillman had a long and successful career in the banking industry where he originated / syndicated over $600MM in structured lease financings with Bank of America.

Twillman has earned the Chartered Financial Analyst designation from the CFA Institute and holds a M.B.A. degree from the University of San Francisco and a B.S. in Mechanical Engineering from the University of California – Davis campus. In addition, Twillman is a licensed California Real Estate Broker, and holds or has held memberships in the Marin County Income Property Owners Association, the Security Analysts of San Francisco, the North Coast Rental Housing Association, and the California Apartment Association.

 

Stephen Pugh serves as Co-founder and Director of Acquisitions for Bluewater.  As a twenty year veteran Broker,  Mr. Pugh is also the Managing Director of Alain Pinel Investment Group in San Francisco, California. Stephen has been a Top 3 ranked leader in San Francisco since 1996. Stephen specializes in the sale of investment properties that include apartment buildings and mixed-use buildings, retail shopping centers, office buildings, as well as single tenant NNN leased properties.

For the past 16 years Stephen has served as President of the Income Property Marketing Group, the Bay Area's largest networking organization that promotes the sale of commercial and investment properties throughout the greater Bay Area. Stephen's successes include the sale of over 5000 apartment units totaling 3,500,000 square feet with a value in the hundreds of millions.

Among Stephen's successes are the sale of the "Terraces" a 117 unit apartment building sold in San Francisco for $25,000,000, "Tamalpais Apartments," a prominent Russian Hill trophy building, the "Brooks Brothers Building" at Union Square, an 108,000 square feet retail/office building, the "Marina Cove Apartments", a 247 unit apartment building in San Francisco and "Diablo Shopping Center," a Safeway/Longs shopping center in San Ramon, California.

Stephen also owns, co-owns and manages over 300 apartments in San Francisco and Oakland.

Stephen's personal interests include actively racing his sailboat, cycling and golf. He is a member of the San Francisco Apartment Association and the St. Francis Yacht Club. Stephen also sits on the Board of Directors of the San Francisco Child Abuse Prevention Center. A native of Charleston, South Carolina, he now resides with his wife and daughter in Sausalito, California.

 

 

P.J. Cosgrove leads the asset management team & the construction management of all capital improvements for the portfolio.  Mr. Cosgrove serves as one of the founding Principal’s of Bluewater leveraging his 23 years of experience in architecture, construction & engineering to orchestrate the due diligence process prior acquisition. 

During his career Mr. Cosgrove has successfully managed construction projects from New York to California with emphasis on civil, seismic and tenant improvements.   Mr. Cosgrove’s experience is derived from his tenure as a senior level project manager and project executive for several international commercial contractors.  This knowledge enables him to successfully manage all aspects of the entitlement, design and construction processes.    

P.J. holds a Bachelor of Science in Civil Engineering from New Jersey Institute of Technology.  He also has professional affiliations with several industry & community organizations: CoreNet, Urban Land Institute, SPUR & the San Francisco Chamber of Commerce.
